Global Learning Framework? What are others doing? Anyone know how MS Viva Learning will fit in?

We are working on setting up framework for global learning on SharePoint & Teams and I'm wondering how others have structured things for like a governance framework.

Was thinking like SharePoint communication site with Hub but bit undecided on when to do a MS  team versus doing like just a channel in like a Global Learning MS team.  Was toying with idea of making private channels within Global Learning MS team so SharePoint team sites are launched with channel creation and then converting channel to public so students can see and access. (Would have some Instructor only channels kept private though). Goal being keeping some sort of control/governance framework in place.

Thoughts? Would you mind sharing what you have done?

Also, anyone know how MS Viva Learning fits into things?
