Federated Conversation - Teams Only to Island Mode

My org is in Teams Only.  Federated partner in Island Mode.

When a federated partner (in Island mode)  sends me an IM from his MS Teams, it lands in my Teams of course.

But when I reply it lands in his Skype for Business.  And all the conversation continu is his SfB client.

Is that normal behavior?
