Steps you performed to fix the issue is by indeed correct but one secret step is missing here. This fix i discovered when i had the same issue.
At first, Login to your old user account/any other user accounts which are already logged into this machine after disconnecting the internet and uninstall the teams from programs. once teams is uninstalled delete C:\Users\%username%\AppData\Roaming\Microsoft\Teams folder.
Now, Sign out from that account and sign back in to your user account. uninstall the teams from programs. once teams is uninstalled delete C:\Users\%username%\AppData\Roaming\Microsoft\Teams folder.
Install teams now. it should work for you :).
