I just had the same issue, my fix (for now) has been dragging an item into the chat, pressing the X on the following prompt.
I hope this helps.
With my issue, it seems to happen when you click and drag a file to a browser.

- SGA_-_Aaron_MitchellNov 11, 2022Copper ContributorHas anyone heard from Microsoft on this issue?
- johnnyTncNov 11, 2022Copper Contributori have heard that the issue is identified with a third party component chromium. https://bugs.chromium.org/p/chromium/issues/detail?id=774976&q=dragleave&can=2 which may or may not be accurate. No idea of when a solution for the bug would be available (if it is a bug) and incorporated into Teams or if and when a workaround for the issue will be pushed to Teams but Msft is working on the issue. The bug actually happened to me yesterday for the first time.
- ScottM27Oct 27, 2022Copper ContributorThank you for this. I had tried everything except for giving it what it wanted. Much appreciated.

Of course the real solution is for Microsoft to start actually fixing absurdly amateurish bugs like this.
- KazymandiasSep 21, 2022Copper Contributor
That's the solution I've been using, too.
But it's worth note what an absurd bug this is. I'm a professional developer, and there's no excuse for...well, so much of what's wrong with Teams.

Vivek01 Just drop a dummy file and it will be resolved must faster than quitting or logging off/on Teams.
Yeah this is a very serious bug which Microsoft should fix.
- mmoscheckDec 05, 2022Copper ContributorHow annoying is this? Thanks, easiest fix.

Vivek01 Try this if not already done, meaning quit the app as well.

I'm running windows 11 and the instructions you provided. https://learn.microsoft.com/en-us/microsoftteams/troubleshoot/teams-administration/clear-teams-cache#clear-teams-cache-in-windows. Do not work as there is no such file. The problem continues to happen and I can't close my chat 10 times a day to resolve.
