Yes I have done all of those things, uninstalled Teams, reinstalled Teams, worked off the App vs desktop version. It does not matter. I still cannot regain mouse control.
Perhaps it's something related to drivers/software. You should try that and if no success reach out to your IT admin/support for assistance, they can also create a support ticket with Microsoft if necessary.
