Default timezone for new user is PST not GMT

We are a charity based in the UK and when I set up a new user their timezone seems to get set as PST rather than GMT. I selected the licence location as the UK and I don't see anywhere else I can see...

I don't know exactly but they are their personal computers (that aren't new) and I think it would be unlikely that they are all set to PST - I'm sure they would have noticed by now.

I checked with one user and they are definitely set to be in the UK (GMT not PST)
