Default background
Is there a way to set a default company branded background, so when you join a video call it loads up automatically? And also will need to lock down so no other user can change it?
There are very many issues with trying to provide branded virtual backgrounds, I would strongly recommend not doing it.
1. The background will always be mirrored for the person that is using it, so your logos will look backward.
2. You can't control the aspect-ratio for people viewing you, you could be in a 1x2 grid with lots of background missing.
3. If you look at what actually works anything other than the simple white backgrounds that are provided detract from the meeting.
So, I would gently suggest companies to avoid looking like a cheap regional TV news reports. Background replacements exist to allow people to use video while maintaining privacy when working at home. They aren't for company advertising.

longj1895 While Linus answer is correct I would like to highlight the available policies for controlling the VideoFiltersMode.
Here's an article explaining it https://office365itpros.com/2020/05/11/microsoft-delivers-control-teams-video-effects/
No, there is no way to centrally decide what background users should use. There is an uservoice requesting to be able to set default background in user settings.
