Company-wide alias for Group Chat (not a Team)

Hello,

I was wondering if anyone knows of a way to have an alias, e.g. HR Support, that links to two Office 365 users?

For example, someone starts a new chat (again, not a Team, but a chat), and then searches for "HR Support". When selected, it would automatically create a group chat with the people in HR that are linked to the alias. These discussions would be private for each employee that started a conversation with HR Support, so using a Team and managing permissions for Channels would be unwieldy.

Is this something that is possible? Are there other ways to handle this? Maybe a bot or something?
