Company board files access
They could go to the SharePoint home page by choosing the SharePoint app on the Office 365 app menu (top left in Office 365). They wouldn't be able to access them in Teams because they are not a member of Teams. They could search for sites in their.
The other place they could access them is through OneDrive, you would need to check if Site Admin makes them show up but they should be under Shared libraries on the left hand side.
Do bear in mind that due to the Company board having access to everything if they want to search for their own content or documents in SharePoint its going to be very difficult as the search results will be heavily polluted.
You could add them to every SharePoint site as Site collection Admin. That would not give them access to every team just the files for every team.
