Several feedbacks to merge contacts with Outlook, use GAL etc. One of them (top one here) is currently open
integrate MS outlook contacts and MS teams contacts · Community (microsoft.com)
There are also feedbacks to move contacts to the app rail, merge them.
The fragmented nature of contacts - specifically call and chat contacts has been an issue for most of Teams lifetime. Almost all orgs want a single unified contact experience. Teams is making steps towards that such as being able to call outlook contacts which have an associated number, fusing the speed dial and chat groups together. However, we are still aways. A unified contacts list could be the basis of an app on the left rail, or surfacing them alongside chat.
My recommendation is to get as many people voting up on these type of feedbacks. Teams Engineering looks at them so the higher they are the more likely they will do something. Of course, it will be a bit frustrating for some time. However, many things that go up on Feedback, like Uservoice before it, make it into the product.
