@channel and @team mentions no longer work for external users in shared channel

Does anyone know why @channel and @team mentions stopped working in Shared channels for external users?  It worked flawlessly up until a week ago, and I'm not sure why.

I can confirm that team settings weren't changed anywhere.  This seems to have happened across multiple tenants I'm an external member in.
