Changing Public Team to Org Wide team

We have created a team originally as a Private Team until we get everything set up, then the plan was to switch it to an Org team once ready. The issue is every time I go to change it to an Org team it reverts to a public team. The account I am using has global admin so that is not the issue. How can I get this changed?
