I am in IT for a healthcare company. We host telemedicine meedings via Teams everyday, and this problem sprouted up company-wide just recently.
The remote doctors' cameras work completely fine. They can see themselves, but for some reason, the patients at the healthcare facilities can't see the doctors. Sometimes it's vice-versa.
If everyone hangs up, and the facility creates a new Teams meeting invite, everyone can see each other on the new meeting.
Sometimes just leaving and rejoining the original meeting works, sometimes it doesn't.
We have uninstalled and reinstalled Teams. No change.
There is no obvious pattern when/why this happens.

This has just happened to me I.e. blank video from other meeting participants including when they shared their screen - after Windows upgrade to my PC laptop. Restarting Teams and changing the show/hide video settings hasn’t worked but exiting Teams and using the emailed link to open in browser did. Also I could get it to work on my phone, fortunate for audio but no good for the shared document we were working on. Come on Microsoft, why does something work perfectly then start playing up like this?

To update Teams go to the ellipsis ... then Check for updates.
If that doesn't work you can uninstall Teams and download and install from the latest on the Microsoft site.
Out of curiosity... are you using NVIDIA GTX GeForce cards and what version of Teams is currently installed?

I just started to experience this after I rebuild my PC last night with a fresh install of windows and Teams (Version 1.4.00.31569 (64-bit). It was last updated on 1/17/2023) running a GTX 3080TI
It's working in browser, it's not working in the teams app

I went to Add/Remove programs and removed it. Then Rebooted, then Reinstalled it from O365. Now it works! Looks like something got corrupted in a patch.
