Cannot move chat window

I have an issue in my virtual environment where users randomly cannot move the chat window. This happens whether the user is in a meeting or not.

The current workaround is to go to full screen, exit full screen, and then the user can drag the chat window around the screen. Alternatively, if you do nothing and try again later the chat window will allow you to drag to another location.

I have seen this in multiple version of Teams (1.5.00.2164 - 1.5.0.28361) and have tried clean installs between some of the versions.
