Cannot create a wiki for new channels in existing teams.

I'm having an issue where NEW channels cannot accommodate a wiki page. My existing wikis work on my existing channels. Wikis work on new teams with new channels. only having the issue on my older teams and only when i create a new channel. 

i receive the error message: We're having trouble showing your Wiki right now. Please try again later.

while investigating, i noticed that in my Teams Wiki Data page, existing channels have a folder where the htm file is housed - but my new channels are NOT getting a new folder here. they get a new folder in the documents tab, but not in the wiki tab. 

have i mistakenly turned a feature off somewhere? is there a toggle button or option or setting I'm just  missing?
