Can individuals who are not teachers or students get Microsoft Teams for free?

I have tried to sign up for the free Microsoft Teams using my personal email account but it only lets me do this if I am a teacher or a student at a school that has already signup.  I have an Office 365 Family account.

I have been able to get the free Teams account using my email address for my own business (which has no MS Office or Teams paid accounts as I am the only person in the business).

Why can't I get the free Teams account using my personal email account that is used for Office without being a teacher or a student?
