Can I download a recording of MS Teams that I was not part of?

- The link points to a personal OneDrive. You have to add permissions to that users OneDrive.
Thats exactly what I wanted to do but I'm sure I'm not looking at the link correctly
It looks like this

I tried to find something like this in Sharepoint admin center I couldn't find anything.
Am I looking at it incorrectly?
