Can I create an one-on-one Chat and Send Message from a Service Principal?
I'd like to create an one-on-one chat and send message from a Service Principal to a User using Microsoft Graph API. Is that possible?

Does the bot app able to send proactive messages to a user?
- yes but they first need to be installed you could do this as admin
