Calls from users in Teams never connect in calls as it immediately returns the call

I have ran into this situation in Teams.  Whenever someone calls me and I pick up the call, the application immediately calls the other person back.  As a result, we never connect on the original phone call.  The person on the other end never connects to me as I am call that person back at the same time.  I have to wait a minute and initiate the call in Teams, then I am able to "return" the
