Breakout Room Button Intermittent

Hi folks,
We're finding the breakout room button is either not there or there for various meetings. Should it not be universal, or are there certain types of meetings where it doesn't appear?
I've tested with both a live and scheduled meeting, and was able to get it to appear, but other staff here (we're a school) say it doesn't appear consistently using either the web or desktop app.

CMSCMSCMS We think we've figured it out. It looks like only the creator of the meeting can create breakout rooms. Even other presenters cannot do it. Also, they only work in the desktop app, not the web app.
