I had these settings configured as per your screenshot but no luck.
Just so you are absolutely clear, the banner or pop up I'm refering to is as follows:
There is actually a bug going around right now where these don’t seem to be working on newer channels. I have a channel that refuses to send alerts even thou it’s set. I’ve let the Team know but don’t have any information right now. I would suggest if you have some time submit a support request for it. The more people with the issue reported the higher up the fix list hopefully it goes.
Everyone on here is right when it works correctly but unfortunately I think you are effected with this bug as well!

Thanks Chris. We have tried the settings on multple PCs and there is certainly a bug which we will report to Microsoft
