Assign messages in a channel to a member

When a message comes in to a channel (from a 3rd party) we want to either tag or direct message one of the channel members. And rotate that like a queue - so if we had 5 incoming messages and 5 members in the channel, each member would get notified or assigned one message.

Wondering if there is an add-on or a creative solution for this. Thank you in advance, my research so far hasn't revealed anything.
