Archiving Teams problems

Our organisation have just started the process of archiving unused Teams. When you archive a Team there is a choice "do you want to make the SharePoint site read-only" - we tick this choice button, however members can still AFTER the Team is archived (we have checked this several days in a row) go into the SharePoint site - click on a file - open in "desktop app" and then they are able to edit!     But can they save changes back in the SPO Site? That should not be the case...the site is read only what means users can open files stored there, but they are not going to be able to save the changes
