Adding a logitech tap as teams rooms

I'm trying to setup a logitech tap as a teams rooms.  I followed Microsoft instruction by creating a resource/Rooms & equipment, then assigned a room license.  Two issues, I don't see the device under teams rooms and I can't login from the console.  Any suggestion?  I know the account is active because I can log in form another device.
