Hi,
This is actually default behavior. If you do it the other way around - add them to Outlook then they get added to Teams but not if you create them in Teams.
There are several uservoices open for them on the Teams Uservoice, one being

Would recommend you vote for them to push them up the agenda. Its pretty fundamental to get completely unified contacts between Teams and Outlook.
