As long as both organization's settings allow for federation/external communication, and you know the SIP address of the user, it's possible. Nowadays, you can do the same even with Skype users. The experience can be flaky at times though.
How do I find out someone's SIP address if I just have their email?
Ask them? 🙂 There's no way for you to look this up, unless you have an account within their directory. Although in most cases it will match with the primary SMTP address, that's not a guarantee.
