About incoming webhook

Hi Guys,

I would like to know whether there is an API to create custom incoming webhook? I have been through the steps mentioned here https://docs.microsoft.com/en-us/microsoftteams/platform/concepts/connectors/connectors-using#setting-up-a-custom-incoming-webhook, but this involves users input to create incoming webhook.

I hope there's a way to do it programmatically, without user's input (with API's ?)
