When adding a Form to a SPO page if there is a link in the header you cannot 'see' it

Had a user send this one over....They have a link for help in the header section of their MS Form and when they added the Form to a SPO page, the link does not show up. It is there, you can mouse over the area and the arrow turns into a hand and you can click to access the URL.  This only seems to happen if the link is in the header of a Form as I can 'see' a link if I add it to a question in the Form. 

The first screen shot is the Form and the second one is after it is added to the SPO page.
