What happens when you exceed the tenant response license limit?

Suppose you purchase 2,000 responses per month....I cannot see any way to track the usage on the entire tenant, so I would assume you won't know to purchase more responses until it's too late!  So what happens when you hit that limit?  And am I wrong about not being able to get a report on the response count for a tenant?
