Users can’t upload a file on Microsoft Forms

I created a form with a upload a file option required, the form works fine for my user and another one for testing, but it doesn’t work for the other users.
They see the error: “Failed to upload your file”.
I tried everything like modifying OneDrive permissions, recreating the form or upload option, but nothing works.
I don’t use the form on Teams, I’m just creating a form on Microsoft Forms to get an image upload from users via link shared via email.
