Transfer form Ownership to another personal user

Navigate to the Microsoft Forms portal and open the form.
Click on “Share” and then select "Share to collaborate."
Enter the person’s email address and ensure you give them edit access.
While Microsoft Forms does not support direct "ownership" transfers like Google, you can share the form with sufficient permissions, allowing them to manage it.
Note: They will have access to edit, but ownership remains with the original account holder.
