Hi!
Assuming this user still exists and has a licence and has this as a personal form, Have your global admin reset the users password, go in and move the form into the group or export the results the excel.

ChrisHoardMVP what should be done if are not sure who created the form and the person created it left long back and his details are already deleted

You may request your IT department to send a ticket to the Microsoft Forms product team. They can help identify the original owner (owner ID) of the form. Please note that if the form owner's account has been removed or deleted a long time ago, it may not be possible to regain access to the content. This is because the data is typically retained for a maximum of 30 days after the account has been deleted.
