Yes, we have fixed this problem in one hour yesterday for both Forms production and GCC.
Forms GCC high will get be fixed soon.

MicrosoftPlease check https://support.office.com/en-us/article/turn-off-or-turn-on-microsoft-forms-8dcbf3ab-f2d6-459a-b8be-8d9892132a43, section "I turned on Microsoft Forms, but users in my organization still can't access it". You may contact your admin to do the operation.
