New Quiz is greyed out in my production environment

Hi

In my upgrade environment (whatever that is!) I can create a new quiz.

When i go to my production environment "new quiz" is greyed out.

I tried to use the "move" feature but the production environment was not available in the list

what could be the cause of this.
