My Forms survey always opens on the third question

For some reason, when a user clicks on the link for my survey, it always opens on the third question. Why is it not opening at the top? https://forms.office.com/Pages/ResponsePage.aspx?id=8Unkj5SLt0-...

Actually, the focus of the opening is on the fourth question. I will forward this to the Product Team for further investigation and will let you know when an update is available.
