Microsoft Forms Sync issue

An update on this issue, I go into the form > view responses > click on the excel file symbol to open the workbook and the pop up appears "sync all responses to a new workbook - Form and workbook data are not in sync: An error occurred in your excel workbook. To get a complete set of the most updated responses, sync the data to a new workbook" but responses that have been submitted are actually appearing in the workbook. i'm not really sure how to proceed ?
