Microsoft Forms - unable to open in Microsfot Basic Business

HI 

I have just taken up a microsoft basic business account because I wanted to us3e Microsoft Forms AND get responses sent to more than one email address. Unfortunately Microsoft forms is not opening. IE it will get me through to Forms but when I go to either create a new form or create a new Group form the wheel spins and nothing else happens 

I have tried opening excel - new document (no problems), Word new document with no problems and Visio new document no problems

If I try my family account (on the same PC _ Win 10) and open a new form it works just fine
