Microsoft Forms - stuck creating new form. Spinning wheel

First attempted use of Microsoft Forms

Access the homepage OK.  Press [+ New Form] and I am taken to a page with a small 'spinning indicator'.  Stuck there indefinitely.

Tried this past two days.  Thought might be Microsoft issue.... however, is still prevalent.

I already checked Azure for Microsoft Forms and Office Hive.  Both switched on.

Ideas?
