Microsoft Form Response Exceeds Limit

I have created a Form that is 36 questions that mostly involve uploading a photo as a response. When people try to submit they get 

"your response exceeds the limit. Try shortening some of your answers"

I have very few text answers and they are very short. What is the limit on file uploads?
