Is Forms available in Office 365 Nonprofit E1 license?

AFAIK it does - the non-profit plans should have what the commercial plans have in them and as you can see by this, all the commercial plans - E1 and even the small business have forms included.

So it looks to be a standard app regardless of what 365 SKU you have.
