Intune multiple app kiosk mode

I have been recently enrolling devices (120) surface go's. They are all enrolled but some are failing to launch one of apps example: settings tile will appear but when clicked it will not launch. I see the process running but nowhere on the screen. I sign in as a domain admin to the device and settings works fine. any help would be appreciated.
