Hello, I struggled with this as well. I'm not 100% sure if this will help, but I came to discover that if you open the file in excel and navigate to the file in it's sharepoint location and delete it, you can recreate the whole thing again completely by clicking this:
Regardless, I believe this might be useful to others that happen upon this message. (You might want to check first with a new form you create to play around with before trying this!)
This will NOT address the issue of Respondent ID assignment (so not "ideal"...but I do what I can...I'm sure there is a way to do that with full admin rights, but I ain't got those - just a plebian)
