Forms Question Library

My team is setting up (4) Communities of Practice (CoPs) and would like to occasionally survey our members to gauge which topics are important to them, member satisfaction, priorities, etc. Is there a way to establish a "central bank" of questions that CoP Leads could easily select which pre-built questions they could import into a MS Form they are building?
