Forms Pro hiding options for no reason?

So i have a form created with the intention of using branching, but defining conditions seems to for no apparent reason hide questions? example

Why is question 2 now hidden? marking it as required and visible makes no difference, it just simply disappears, when checking the HTML it is marked as "Hidden" and editing this reveals the question...
