forms.office.com keeps on REFRESHING on its own every 2 seconds(like someone is pressing F5)
Jennifer, gen, Koen, and everyone else,
The issue has been resolved as of 6/7 13:00 UTC. With help from this tech community, we are able to identify that a partner team's change to Forms cookie has caused the authentication issue. We did a fix to change Forms cookie domain from office.com to forms.office.com so that partner team's change won't impact Forms.

Still happening for me. Can log in to forms.office.com just fine, but when I try to open a form, it starts refreshing over and over.

GSILVERIODASILVA this is a working fix although I still point out that its extremely poor as a fix - small business owner like myself cant act as an admin AND use ms forms without changing admin rights every time. this is not an acceptable fix but a poor workaround,.
- as I said, remove multiple admin functions from user, like (for example) global admin and exchange admin.... after this, problem solved...
