Form Blocked cant conduct my business and fill orders SOS

I planned on using forms for my business however, my account got blocked. After I went through the process to unblock my account when a form is sent to my customers it shows an error that says "Form can no longer be accessed. The account associated with this form has been blocked. " I don't know how to fix this. I don't have a microsoft business account therefore I am unable to go through the steps within this guidance ( https://support.microsoft.com/en-us/office/review-and-unblock-forms-or-users-detected-and-blocked-for-potential-phishing-879a90d7-6ef9-4145-933a-fb53a430bced ) because I am unable to log into (login.microsoftonline.com).
