File Upload question option missing from dropdown

I have a standard microsoft office premium account (outlook.com), and there is no option to add a file upload question from the V menu. 

 

 

Is this not available for home users?

    JustinColl The file upload question is only available when the form is restricted "Only people in my organization can respond". As you are a home user you don't have an organisation.
