Features question
Phendyr 1. is not possible with Forms on its own, but you can build a flow in Power Automate quite easily that will take the form response and do what you want to do with it .
2. The email notification you get does not include the uploaded file as an attachment. There is a link in the email notification to take you to the form results. Click view results and there is a link to the uploaded file on your personal OneDrive if it's a personal form or to the SharePoint Document Library behind a M365 Group if it's a group form (Documents/Apps/Microsoft Forms, form name). Again, you can build a flow in Power Automate to handle uploaded files and send them automatically as an email attachment to someone.
3. That is not supported.
