Customizing the design page?

Is there any way to customize the design page: https://forms.office.com/Pages/DesignPage.aspx ?

I am a tenant admin and I would like to add a text and link on the Design page.

This originates from the increased focus on Privacy and GDPR. Our legal department want to ensure that anyone creating a Form are aware of the company's policies around the collection and storage of PII information.
