Collaboration - share full responses without being able to edit the form

We have multiple departments who use forms, but the actual forms are all created and managed by the IT dept. These are controlled mainly because there are Power Automate/Flow workflows running behind them and any user randomly changing the form would break the workflow.

But, there are many scenarios where the team or department the form is associated with want to see the responses to the form.

I know I can 'Share to Collaborate' and send them 'a link to view the responses and edit the form', and know that I can also export the responses to excel (which is ok for some people but others want all of the little graphs that forms creates automatically for the responses to each question) - is there any way I can just give them the ability to see the responses via a collaborate link but NOT give them the ability to edit the form?
